Mr. Torres-Fernández has been in the environmental law practice for more than 35 years, since graduating from the University of Puerto Rico School of Law in 1976, where he was a member of its Law Review. Mr. Torres-Fernández served as counsel to the Puerto Rico Environmental Quality Board (“EQB”) from 1977 to 1981. He has been an active participant in the promulgation of the local air pollution control regulations and the adoption and implementation of the Title V Operating Permit program in Puerto Rico. Mr. Torres was selected by the United Nations Environmental Program as the Puerto Rico delegate to its Environmental Hemispheric Symposium held in 1995. The UN Environmental Program also published in 1996 an article authored by Mr. Torres entitled, “Responsibility for Environmental Damages in Puerto Rico.” Mr. Torres was a member of the Board of Directors of the Puerto Rico Manufacturers Association, serving as a Director from 1998 to 2000, and subsequently as its first Vice President for the Services Sector from 2000 through 2002. Mr. Torres-Fernández is an active member of PRMA’s Environmental Work Group, and also chairs PRMA’s Ethics Committee and Constitution and Regulation Committee, and served as Chair of the 2012 Convention Committee.
Mr. Torres-Fernández is a member of the Puerto Rico Bar Association; and is admitted to practice in Puerto Rico, in the U.S. District Court for the District of Puerto Rico and in the U.S. Court of Appeals for the 1st Circuit.
